OASys is the city's exam system. Every civil service exam is filed there. Here's the whole thing, start to finish: what to have ready, every screen in order, and what happens after you file.

Get ready.

Have these before you open OASys. Tick them off as you go.

Step 2

Create your OASys account.

One account covers every city exam from now on.

  1. Username: 8 to 20 letters or numbers (a dash or underscore is fine).
  2. Password: 8 to 20 characters with an uppercase letter, a lowercase letter, a number, and one of ! # $ & % _ * ?. Save it in your phone's password manager.
  3. Your name, Social Security number, email, address and phone.
  4. Gender, race and ethnicity: each has an "I choose not to disclose" option.
  5. Three security questions, each with a different answer.
  6. Open the confirmation email and tap the link. No confirmation, no login.

One email per account: people in the same household can't share one. After you confirm, OASys gives you a Profile #. Use it whenever you contact DCAS.

Create my OASys account I already have one

Your profile's education and work history matter for exams scored on education and experience (like EMS Trainee). For a multiple-choice exam, the basics are enough.

Step 3

Apply for your exam.

Pick your exam first: every window is on our exam calendar, and our guides and job pages have an Apply in OASys button that opens that exam's application directly.

Three things OASys doesn't tell you

  1. The notice is a PDF with no way back. Read the Notice of Examination, then come back here and use our Apply button. It takes you straight to the application.
  2. Apply asks you to sign in. That's the account from step 2. No account yet? Make it first, then tap Apply again.
  3. It asks for your Social Security number once. OASys's own answer: it's "required only once when creating a new OASys account." After that you're your Profile #. It's the city's official system, on a nyc.gov address.

What you'll see in OASys, screen by screen
  1. Notice. Open the Notice of Examination and read it; save a copy. Tick “I acknowledge that I have read and understood the Notice of Examination,” then tap Apply for this Exam.
  2. Identity. Confirm your details from your OASys profile and answer a few questions, like how you heard about the exam.
  3. Payment. The notice lists the fee. Pay by card or eCheck through CityPay, the city's payment site (cards add a 2% convenience fee, eCheck doesn't), or by money order. Or pick a fee waiver: Veteran, CIN, Non-CIN, NYC High School Student, or First Time Test Taker. The notice says who can use each one and what proof to send, due by the last day of filing. The First Time Test Taker waiver checks your whole OASys history, even filings from years ago. If it says Fee Waiver Ineligible, your application isn't lost: close the message, go back to Payment Method and pay another way.
  4. Confirm and submit. Tick the affirmation that everything you entered is true (it's under penalty of perjury), then Continue. You get a confirmation screen and a receipt by email.

OASys signs you out after 15 minutes without activity and doesn't save your place, so have your details ready before you start.

Step 4

After you file.

  1. Save it to your plan. Tap I filed for this exam on its card (in the guide, on a job page, or on the exam calendar). We'll keep the dates and remind you before your test.
  2. Watch for your admission notice. It posts in OASys, under Dashboard > Notifications, 14 days before testing, with your date, time and site.
  3. Read the admission notice all the way through. It has your date, time, site and what to bring. Most test-day problems come from skipping a line of it.
  4. Test day: see the checklist below.
  5. Results: your exam status moves to Awaiting List, then On List with your list number, and a Notice of Results arrives by email. Most multiple-choice exams pass at 70.
  6. The list: agencies hire down the list, which usually lasts four years. It takes months. It's how civil service works, not a rejection.

Test day

Show up ready.

Already work for the city? Full-time city employees can usually take a city exam on work time without using leave. Ask your agency in writing before test day with the date and time, then bring back proof you went. Your agency head makes the call. DCAS Personnel Services Bulletin 440-6.

Nervous?

Take it anyway.

These are multiple-choice tests on everyday reading and reasoning, not school subjects. The best prep is taking one. If it doesn't go your way, you'll know exactly what to expect next time, and many exams are given again.

One thing does matter: your score sets your place on the list. Pass, and you land on a list ranked by final score, extra points included. Agencies hire from the top, and can pick any of the three highest people willing to take the job. A higher score means an earlier call. So give it your best shot.

Account Information

Why do I need to create an OASys account?

In order to apply to Civil Service exams online and use other important features of the system, such as: self-schedule exams (if available), view your exam status history, view your Civil Service list information, view your notifications, self-manage your account profile, and complete the exam online for specific exams.

How do I create an OASys account?

Click the Register button on the OASys home page, enter your personal details, select the reCAPTCHA, and then click the Register button at the end of the page. An email will automatically be sent to the primary email address you specified on your profile page. Upon receipt of the email, open to confirm your account, and proceed to log-in to OASys. If you do not confirm your account, you will be unable to log-in.

What is my account OASys Profile #?

The account Profile # replaces use of your SSN moving forward. Upon creation of your OASys account, the system will automatically assign a Profile # to you. To view your Profile #, log into OASys, go to your Dashboard, and click on the Profile icon. Next to the Personal Info header on the screen, you will observe a Profile # (e.g., Profile # 2016036004). All notifications from DCAS to you will include your Profile #. When contacting DCAS Exams, please provide your Profile # for reference.

Can another applicant (for example, someone else in my household) use the same email address to create an account and apply for an exam?

No. To ensure privacy and security, each OASys account must have its own unique email address. If the system detects an email address already exists, you will be prevented from creating an account.

How do I transfer an OASys 1.0 account to the current OASys 2.0 site?

To log-in to OASys 2.0, you must use your current OASys 1.0 username, password, and email address linked to your OASys 1.0 account. You will then be directed to provide updates to your profile and security questions. Please follow the instructions below:

1. Click the Login button on top right side of the page 2. Click the Reset Your Password link 3. Enter the email address associated with your existing OASys 1.0 account Note: A reset password notification will be sent to the email address provided4. Application

Are paper applications accepted?

No. You must apply online via OASys. Please note that OASys can be accessed 24 hours a day, 7 days a week online and from any public location with an internet connection (e.g., home, library, etc.). You may also visit one of our Computer-based Application & Testing Centers (CTACs) to apply.

Can I apply to more than one exam with one application?

You must submit one application per exam unless specified in the Notice of Examination for series exams.

Can I cancel an exam application after I have submitted?

No. Once an application is submitted, you cannot cancel.

How do I know if my application information has been submitted correctly?

You will be provided with an opportunity to review your application entries and edit as needed before submitting your final exam application. You may also view your exam application status in OASys via your Dashboard > My Civil Service Exams > View Details > View Summary > select Show Details at the bottom of your application page.

Can I print my exam application receipt?

To print your application receipt, go to your Dashboard > My Civil Service Exams > click the View Details drop-down > click View Receipt > click Print.

Is my Social Security Number (SSN) required for application to an exam?

Yes. However, entry of SSN is required only once when creating a new OASys account. You will not need to re-enter after you have created an account.

Do I have to enter my information again if I previously applied for another exam?

Depending on the exam, you may need to re-enter certain information; however, for most exams you will not as you have the ability to reuse previously stored education and experience information by selecting the "Recall Existing" button found in the Education and Experience section of the exam.

Fee Waivers

What are the acceptable forms of documentation for the various types of fee waivers?

For individuals/participants who are:

• New York City residents and receiving full benefits (Cash, Medicaid, and Food Stamps) and not partial benefits for Public/Cash Assistance from the New York City Department of Social Services - Submit a clear copy of your Benefit Identification Card that bears your name. Since DCAS will verify your eligibility for full benefits through your Client Identification Number (CIN), make sure that all information pre-printed on your Benefit Identification Card can be read when copied. Handwritten information will not be accepted.

• Unemployed - Submit an Unemployment Insurance Benefit Payment History inquiry printout that includes Week Ending dates that correspond with the month that you are applying for an exam. You may obtain this printout from the New York State Department of Labor by calling 1-888-209-8124 or online at https://www.labor.ny.gov/home/. For the U.S. Department of Labor, you may access their website at https://www.dol.gov/ for assistance in locating this type of documentation online for the state in which you reside. If you are unemployed, but not currently receiving Unemployment Insurance Benefits, you may submit an affidavit signed by you stating that you are unemployed, and notarized by a Notary Public. Your affidavit must be dated within the application period for the exam you are applying. For unemployment benefits received outside of New York State, you may include a copy of your unemployment check that bears your Name and Social Security Number dated and issued for the month in which you are applying for an exam.

• Receiving Supplementary Security Income (SSI) payments - Submit documentation on letterhead from a Social Security Administration Office in your state that is dated during the month for which you are applying for an exam and specifically indicates that you received SSI benefits that month. Award Letter Notifications re-issued during the month you are applying for an exam that does not include the added information in the Other Important Information field that specifically states you are receiving SSI benefits that month will not be accepted. Parents who receive SSI benefits for their minor children are not eligible for a fee waiver.

• Receiving Medicaid benefits or partial benefits that include Medicaid - Submit the MA Case/Suffix/Individual/Summary printout. This printout must verify that either your eligibility for Medicaid is coded “AC” for Active, or your authorization period is currently active, or if your case has been closed, the date your case was closed. These dates must include the month for which you are applying for an exam. You may obtain this printout from your assigned worker, or from a New York City Human Resources Administration Medicaid Office or call 1(877) HRA-8411. If you applied for Medicaid benefits through a hospital or managed care program/organization, you will need to submit documentation on letterhead from that program/organization that is dated during the month you are applying for an exam that specifically verifies your eligibility of receiving Medicaid benefits that month. For Medicaid benefits received outside New York City, you will need to submit documentation on letterhead from a social service agency in your state that is dated during the month you are applying for an exam that specifically verifies your eligibility of receiving Medicaid benefits, or indicates your case is active that month.

• Receiving Public Assistance in the form of Temporary Assistance for Needy Families (TANF)/Family Assistance or Safety Net Assistance benefits - Submit the PA Case Composition-Suffix/Individual Summary printout. This printout must verify that either your eligibility for Public/Cash Assistance is coded “AC” for Active, or if your case has been closed, the date your case was closed. These dates must include the month for which you are applying for an exam. If your case has been coded “SN” for Sanctioned, or if you recently applied for benefits and your case is coded “AP” for Application, you are not eligible to receive a fee waiver. You may obtain this printout from your assigned worker, or from a New York City Human Resources Administration Office or call 1(877) HRA-8411. For TANF / Family Assistance or Safety Net Assistance benefits received outside New York City, you will need to submit documentation on letterhead from a social service agency in your state that is dated during the month you are applying for an exam that specifically verifies your eligibility of receiving TANF / Family Assistance or Safety Net Assistance benefits, or indicates your case is Active that month.

• Certified eligible for a Workforce Investment Act program through the City's Workforce1 Career Centers - Submit documentation on letterhead from the Department of Small Business Services that is dated during the month for which you are applying for an exam and specifically indicates that you are a participant registered with the City's Workforce1 Career Centers for that month. You may obtain this letter only by calling the New York City Department of Small Business Services at (212) 618-8779.

How do I qualify for the Veterans Exam Fee Waiver?

At the time of exam filing you must:

• be a United States citizen or an alien lawfully admitted for permanent residence;

• have received an honorable discharge or have been released under honorable conditions from the Armed Forces of the United States (i.e., the Army, Navy, Marine Corps, Air Force and Coast Guard, including all components thereof, and the National Guard when in the service of the United States pursuant to call as provided by Law); and

• have served on full-time active duty, other than active duty for training.

The fee waiver:

• can be used to waive the application fee for an examination for appointment to or a promotion to a position with the City of New York.

• cannot be used retroactively for any exam for which you have already applied.

What forms of documentation are acceptable to qualify for the Veterans Exam Fee Waiver?

• a clear copy of your separation papers (Form DD214, long form); or• a Statement of Service letter on official Department of Veterans Affairs letterhead; or• deployment orders on U.S. Armed Forces letterhead along with your OASys generated application receipt.

You can submit the required documentation for the veteran exam fee waiver by email or mail. Scanned documents can be sent to DCAS online at OASys Contact Us, or mailed to DCAS at One Centre Street, 14th Floor, New York, NY 10007, Attn: Application Processing Unit.

Do I qualify for Veteran’s Preference Credits if I have qualified for a Veterans Exam Fee Waiver?

No. These are two separate programs available to Veterans, which have different purposes and criteria. Therefore, they must be requested separately.

Can I still use the Veterans Exam Fee Waiver if I have previously received Veteran’s Preference Credits?

Do I qualify for the Veterans Exam Fee Waiver if I am currently on active duty in a branch of the U.S. Armed Forces?

No. You must have received an honorable discharge OR release under honorable conditions from the U.S. Armed Forces in order to qualify for the Veterans Exam Fee Waiver.

Can my benefit card be used for Medicaid?

No. Your benefit card is used to verify New York City residents who are eligible and are receiving full social benefits (cash, Medicaid, food stamps) and not partial benefits for Public/Cash Assistance from the NYC Department of Social Services.

Can my WorkForce1 card be used to waive my application fee?

No. Proof of your WorkForce1 participation must be submitted on letterhead from the Department of Small Business Services and dated during the month of the exam filing.

I do not live within the five (5) boroughs of NYC, can I submit a copy of my out of state benefit card?

No. However, if you are not receiving full benefits from the New York City Department of Social Services, you may qualify for other fee waiver options.

Why is my award letter not sufficient proof for my fee waiver to be waived?

Award letters do not show a history of payments made during the month of the exam filing as they are generated at the start of the year and only show a prorated amount you are eligible to receive for the duration of the year.

Can I use my Unemployment Insurance Monetary Benefit Determination letter to have my fee waived?

No. The Unemployment Insurance Benefit Payment History is the only accepted form of proof.

Do I also qualify for a fee waiver if I have an active public assistance case?

No. You must be receiving full benefits (public/cash assistance) to qualify for use of this fee waiver.

Am I eligible for a fee waiver if I am unemployed?

Yes. You must mail a letter to One Centre Street, 14th Floor, New York, NY 10007, Attn: Application Processing Unit, or deliver in person to the Computer-based Testing & Application Centers (CTACs) in which you state that you are unemployed, but not receiving unemployment benefits. This letter must be signed by you, dated during the month of filing, and notarized by a Notary Public.

NOTE: You may schedule an appointment for in-person assistance by applying for Exam #1889. Exam #1889 is not a Civil Service Exam and no fee will be charged to schedule an appointment.

Can I submit my benefit card if I am receiving full benefits?

Yes. Full benefits consist of an active cash and food stamp case. When paying for your exam and you select the CIN fee waiver, simply enter your benefit card CIN#.

Why is my Medicaid benefit card not acceptable?

We do not verify your Medicaid benefit card unless you have an active PA/FS case active during the month of exam filing. In this instance, your Medicaid benefit card is acceptable.

Am I eligible to have my fee waived if my public/cash assistance case is pending?

No. You must be receiving full benefits for public/cash assistance at the time of the exam filing.

Where do I submit my fee waiver documentation?

• By Mail - submit your documentation along with a copy of your receipt to One Centre Street, 14th floor, Attention: Application Processing Unit, New York, NY 10007.

• In-Person - after you have completed your application, drop off your documentation at one of our Computer-based Testing & Applications Centers (CTACs) by the end of the application period, unless otherwise noted.

What is the deadline to submit my fee waiver documentation?

If mailing, must be postmarked by the last day of the exam application period.

How will I know my fee waiver documentation has been approved?

If approved you will receive an email stating that it has been accepted. Additionally, the Payment Status on your Dashboard for the exam application will be updated to reflect 'Completed'.

How will I know my fee waiver documentation has been denied?

If denied you will receive an email stating that it has been denied. You will have seven (7) days from the date of the email to provide us with updated documentation. Please read the other Fee Waiver FAQs to determine the documentation you will need to provide to DCAS. Additionally, the Payment Status on your Dashboard for the exam application will remain 'Pending'.

If my exam application fee was waived, is the fee for the practical/physical exam also waived?

No. A written request and supporting documentation must be submitted for each individual exam fee. Individuals that meet certain conditions may be eligible to have their application filing fees and physical/practical test fees waived. Please bring this documentation with you to the test site the day of the physical/practical test.

How do I qualify for the One-time exam fee waiver for Spouses or Domestic Partners of a Veteran of the U.S. Armed Forces?

At the time of exam filing you must be a Spouse or Domestic Partner of a Veteran and the Veteran must:

• be a United States citizen or an alien lawfully admitted for permanent residence;

• have received an honorable discharge or have been released under honorable conditions from the Armed Forces of the United States (i.e., the Army, Navy, Marine Corps, Air Force and Coast Guard, including all components thereof, and the National Guard when in the service of the United States pursuant to call as provided by Law); or

• have received deployment orders on U.S. Armed Forces letterhead; and

• have served or is serving on full-time active duty, other than active duty for training.

The fee waiver:

Reservations

Can all exams be rescheduled?

Depends on the exam. To determine if you can reschedule your exam please check your admission notice on your dashboard notifications and follow the instructions provided.

I am trying to reschedule my self-scheduled exam but the time I would like is not displaying. Why is this happening?

Only times for which seats are currently available will display. You may choose another date, site or time to take the test, or you can check back again to see if any seats become available for that test session due to rescheduling by other applicants.

How do I know that my rescheduling was successful?

The system will provide you with an onscreen message displaying your rescheduled exam. You will also see the rescheduled exam notification under Notification on your dashboard, or My Civil Service Exams.

Can I change a confirmed reservation?

Yes. You may reschedule in OASys if available for the exam by navigating to My Civil Service Exams

Can I cancel my exam reservation if I am unable to keep it?

No, you cannot cancel a confirmed reservation. You may reschedule your reservation for a different test site, date and/or time provided they are available for rescheduling. To reschedule a reservation, go to My Civil Service Exams in OASys.

Will I receive a refund if I am unable to attend my exam on the confirmed reservation date?

No. If you cannot attend your scheduled test session you must reschedule for another available test session (if available). If there are no other sessions available for rescheduling, you must attend the initially scheduled test session noted on your admission notice. If you do not appear to take the exam, you will not receive a refund of your application fee.

What can I do if I missed my scheduled test session?

You may reschedule after the date of a missed test session; however, keep in mind that rescheduling is based upon availability. If you are unable to reschedule for a different test session, you will not receive a refund. You may check back often to see if additional seats become available during the testing period for the exam.

What can I do if I cannot find my admission notice?

You can print a copy from the Notifications listing on your Dashboard at any time. However, you may also obtain a copy in person prior to your scheduled test session a week prior to the exam at one of the Computer-based Testing & Applications Centers (CTACs).

What is a test/exam part?

Some exams have multiple parts that make up the entire exam (e.g., multiple choice, education and experience, etc.). When viewing exams in OASys, the summary of the exam will display the test parts associated with that exam.

What is a test/exam session?

A test session is a specific combination of a test site, date and time during which a test is to be administered.

Should I arrive earlier than my call time to be admitted to the test?

You must report promptly at the call time on your admission notice to allow time for admission to the test site and processing.

What happens if I arrive for the exam after the cutoff time?

You will not be admitted to the test. However, you may try to reschedule yourself for a future session (if available). If you are unable to reschedule due to lack of seats, you will not receive an application refund.

Do I need to bring proof of my reservation to be admitted to my test?

Yes. When reporting for your test, you must bring your admission notice with you to the test site. You may print the admission notice in OASys by going to the Notifications section of your dashboard.

Why is my exam not listed under My Exams?

If the exam was applied to prior to 2009, the exam will not appear in OASys. If you applied after 2009, please email us using the Contact feature on the OASys website with a succinct description of the problem, your full name, profile #, and last 4-digits of your SSN.

I applied and paid for several exams and only received one admission notice with one reservation for all of these exams. I want to reschedule my reservation, but I only see one exam on the page. How do I reschedule?

This scenario is specific to series exams, which you have the ability to reschedule at the exam series level (if available) in OASys on the My Civil Service Exams section of your dashboard

Dashboard and Exam Statuses

What are the Payment Statuses on My Civil Service Exams Dashboard and what do they mean?

- A Payment Status of “Complete” means that the exam application fee was paid, or your fee waiver request was approved.

- A Payment Status of “Payment Pending” means that you have not yet paid the exam application fee, or your fee waiver request has not yet been approved.

- An empty or blank Payment Status means the payment is complete for an exam that was offered prior to OASys 2.0, and no further action is needed.

What are the Exam Statuses on My Civil Service Exams Dashboard and what do they mean?

- An Exam Status of “In Progress” means that all parts of the exam have not yet been conducted or rated.

- An Exam Status of “Awaiting List” means that all necessary steps for this exam have been completed and your results are being processed.

- An Exam Status of “On List” means that you are on the eligible list for your exam. Please refer to the Notice of Result sent to you for more information and check the Civil Service Lists tab within your Dashboard.

- An Exam Status of “Not on List” means that you are not on the eligible list for your exam. Please refer to the most recent result notification sent to you for more information.

What are the statuses for Education and Experience Exam parts and what do they mean?

- An Exam Status of “Incomplete” means that you have begun to take an Education and Experience Exam but have not yet Final Submitted this exam to DCAS.

- If the application period for your exam is still open, click the Complete This Part button to the right of your Dashboard.

- If the application period is closed, this exam is closed, and no further action can be taken.

- An Exam Status of “Pending Evaluation” means that the results for your Education and Experience Exam are being processed by DCAS.

- An Exam Status of “Qualified “means that all necessary steps for this exam part have been taken and you were found Qualified based on the information you submitted for your exam.

- An Exam Status of “Not Qualified” means that you were found Not Qualified based on the information you submitted for your exam.

- An Exam Status with a numerical score means that you have achieved a tentative passing score for this exam part.

For a multiple-choice exam, what does it mean when the total number of questions answered correctly is displayed on My Civil Service Exams Dashboard?

This represents the number of questions you answered correctly out of the total number of questions on your multiple-choice exam that you took at a Computer-based Testing and Application Center (CTAC).

What does an Exam Status of “Absent” mean on My Civil Service Exams Dashboard?

You were scheduled to attend a test session at one of DCAS’s testing sites, and you did not attend your test session as scheduled. The testing period has ended, and we are no longer testing for this exam.

I used e-check to pay the application fee, but my payment is still showing as pending?

Acceptance of e-check

payments requires 10 business days to ensure the funds are received from your

financial institution.When your funds have been received by DCAS you

will receive a confirmation of your payment via email from DCAS.

Exam Status

What if I completed an exam application and do not see it on "My Civil Service Exams" dashboard?

The system will only display exam applications you submitted going back to 2009. If the application you submitted was submitted after 2009 and does not appear under the "My Civil Service Exams" page, use the Contact feature in OASys to email DCAS with a description of the issue and include the Exam # and your Profile #. The Profile # appears on your Profile section of your Dashboard.

How do I determine if the eligible list has or has not been established for an examination I took?

Log in to OASys and go to your Dashboard, then My Civil Service Exams, then Exam Status.

If established, the Exam Status will display as 'On List' or 'Not On List'.

What does it mean when my list number and name is off of the Civil Service list, and is not certifiable to a hiring agency?

You are off the list and not certifiable for one of the following reasons:

- Declination (DEA) – if you decline an offer to fill a position

- Failure to Report (FTR) – if you fail to report for your interview

Exam Information

Why are exams not available for all Civil Service titles?

Only the exams open for applications appear in OASys. To be notified about upcoming exams please subscribe to the DCAS Newsletter Sign Up and select City Jobs and Civil Service Announcements to receive monthly updates.

How will I take multiple exams on the same exam date?

For self-scheduled exams you will have the ability to avoid scheduled conflicts and self-schedule accordingly. For scheduled exams, you will be scheduled accordingly to ensure you’re able to take all exams.

What is the difference between a self-scheduled and scheduled exam?

Some exams provide you with the ability to self-schedule your exam while others are scheduled for you by DCAS.

What is the difference between a public versus established list?

When a list is made public, agencies are unable to appoint eligibles. Only once the list has been established can agencies appoint eligibles. Lists are made public to enable agencies to canvass lists and start planning the appointment process.

Must I be a resident of New York City to be eligible for employment with the City?

Some City positions require New York City residency while other positions do not. Before applying to a Civil Service exam, check the Notice of Examination for residency requirements.

Notifications

How will I receive my notifications?

As of March 1, 2021 DCAS transmits all notifications by email. You will no longer receive any notification/mailer by US postal mail. You are responsible to ensure your email address is updated and active.

Examples of these notifications include:

• OASys Dashboard: Application, Admission, Appeal, Payment and Fee Waivers

• List Maintenance Notifications: Restorations, List Number Changes, Selective Certification requests

• Mailers: Notice of Results, Disqualification or Ineligibility Notices, Physical or Practical Invitations

Will I receive notifications in both my primary and alternate email?

No. All notifications will be delivered to the primary email account you saved on your profile. The secondary email address is only used for password retrieval notifications.

OASys indicated that I would be sent an email to my designated email account, but I cannot find an email. Where is it?

Check "Junk", "Trash", or "Spam" folder for the primary email linked to your OASys account. If you're unable to locate the email, you can view a summary of the notification email to you on your OASys Dashboard > Notifications. If you are still unable to find the email, please email us via the Contact feature available in OASys with a description of the issue and include the Exam # and your Profile # located on your Profile page. While on your Profile page, check that the email addresses you provided are correct and/or update.

Profile Management

Can I change my username?

No. Once you have selected your user name, it cannot be changed.

What if I forgot my username?

Click on the Forgot Username link on the OASys log-in page to retrieve. If you are still unable to recall and/or no longer have access to the email address associated with your account, email us using the Contact feature on the OASys website. Please be sure to include a succinct description of the issue, your full name, profile #, and last 4-digits of your SSN.

What if I forgot my password?

Click on the Reset your password link on the OASys log-in page to retrieve. What if I no longer use the email address linked to my OASys account because I created a new email or I'm unable to access?

How do I update my personal information in OASys?

If you're not a current City employees, you have the ability to only update your address, primary and alternate email addresses, and telephone, in OASys by logging into your OASys account and navigating to your Dashboard > and Profile. If you're a current City employee, please update this information in NYCAPS Employee Self-Service at www.nyc.gov/ess.If you need to update your name and/or SSN, you will need to complete the Data Correction Form (DP-148) and submit according to the instructions on the form.

What should I do if I have a change of address after I apply for an examination?

If you're not a current City employee, you have the ability to update your address in OASys by logging into your OASys account and navigating to your Dashboard > and Profile. If you're a current City employee, please update this information in NYCAPS Employee Self-Service at www.nyc.gov/ess.

Education & Experience

Why must I complete an Education and Experience Test (EET)?

To enable us to determine if you meet the minimum qualification requirements for the title and/or derive your score and list number.

What is an Education and Experience Exam?

Education and Experience Exams are used to fill positions in which specific education, experience and/or licenses and/or professional certifications are better indicators than just using a multiple-choice test to determine a candidate's qualification for a particular position.

Why do I need to input/edit my education, experience, and/or licenses and professional certifications?

This information is required in order to ensure you meet the qualifications for a particular title and will be used for verification of the responses you submitted to DCAS.

Why can't I save my updated profile?

You are missing data in one or more of the required fields. The required fields are denoted by red asterisks.

Can I change my answers to the questions on my Education and Experience Exam (EEE)?

You can change your answers at any time within your Education and Experience Exam (EEE) prior to Final Submitting your EEE in OASys. Once you Final Submit your EEE in OASys, no further changes will be permitted.

NOTE: Changing any answers will require that you answer all the following questions again, and may replace questions you have previously answered with new ones.

Why do I have to answer additional questions after I change one of my answers on my Education and Experience Exam (EEE)?

You must answer additional questions following the change of an answer in order to re capture your responses. In addition, the change to your answer may replace the questions you have previously answered with new ones.

I see my evaluated result for my Education and Experience Exam (EEE), am I finished?

No, after you receive an evaluated result, you must “Final Submit” your Exam. If you do not Final Submit, your examination will be considered incomplete, you will not be entitled to the appeals process, you will not receive a score, you will not be invited to subsequent portions of this examination (if applicable), and your application fee will not be refunded.

I have final submitted my Education and Experience Exam (EEE) and received a tentative result, what happens next?

Once you have final submitted your Education and Experience Exam (EEE), that exam part is complete.

- If you were found to be Not Qualified and disagree with that result, you are entitled to appeal your disqualification to the Committee on Manifest Errors. You must appeal within 30 days or else the disqualification will be deemed final.

- If you received a score of 70 or above, you have passed the Education and Experience Exam. If there is another test part, such as a multiple-choice test that is associated with the exam, you will be invited to the next test part.

- If you passed the Education and Experience Exam with a tentative score of 70 or above but believe your score should be higher, you are entitled to appeal your tentative score to the Committee on Manifest Errors. You must appeal the tentative score within 30 days, or else the score will be deemed final.

What is my evaluated score?

Your evaluated score is the score you will receive for your Education and Experience Exam (EEE) before you have final submitted it to DCAS.

How do I appeal my Education and Experience Exam (EEE)?

After you final submit your EEE, you can access the appeal portal of OASys by logging into your OASys account at www.nyc.gov/examsforjobs and use the following steps:

1. Navigate to the Dashboard for the Appeals tab

2. Click the NEW APPEAL button to create and submit your appeal

3. Select the exam from the Exam drop-down list

4. Select the EEE Test part from the Test Part drop-down list

5. Select the Rescoring reason for your appeal from the Appeal Reason drop-down list (if applicable)

6. Update and/or add new information to your profile (if applicable)

7. Click Continue Appeal and you will be prompted to re-answer the questions associated with your EEE test part

Exam Scoring

What score will I receive if I meet the Minimum Qualification Requirements for the exam?

If you meet the Minimum Qualification Requirements (MQRs) for a:

• Competitive Education and Experience Test (a competitive exam where the applicant's score is determined by what the applicant entered on an Education and Experience Test) - you will receive a tentative score of 70 points.

• Qualifying Education and Experience Test (a test where an applicant receives a non-numeric rating of Qualified or Not Qualified) - you will receive a Qualified result and will proceed to take the rated test (usually a multiple-choice test).

How can I achieve a score greater than 70 points on a Competitive Education & Experience Test?

Depending upon the extent of your qualifications, you may be credited with up to a maximum of 30 additional tentative points if you possess additional work experience, education, licenses, registrations and/or any other specialized credentials beyond those used to meet the Minimum Qualification Requirements for the title, as specified in 'The Test - Additional Credit' section of the Notice of Examination (NOE). You may also receive additional credit if you apply for, and are eligible to receive, veteran's credit, disabled veteran's credit and/or legacy credit. For more information, please refer to the Special Circumstances Guide.

I received a tentative score of 70 or higher. Why is my score tentative?

Exam scores are tentative until veteran’s

credits, disabled veteran’s credits, legacy credits, foreign education

evaluation, etc. are determined for all applicants who receive a tentative

score of 70 or higher. When the eligible list is made public or established,

you will receive a Notice of Result with your final score, including any

credits to which you may be entitled, and list number.

For Education and Experience Exams (EEE), if you disagree with

your tentative score and wish to appeal it to the Committee on Manifest Errors,

you must do so within 30 days of receiving the tentative score. Do not wait until you receive a Notice of

Result with your final score to appeal if you disagree with the tentative score.

Appeals

Can I appeal a Not Qualified determination?

Yes. You have the ability to appeal based on a claim of manifest error in the rating of your examination. After you have received your exam results, you will be provided with instructions on how to file a claim of manifest error. Please note that the claim will need to specifically state that your exam was rated incorrectly according to the rating guide as described in the Notice of Examination, to include where and how it was incorrectly rated when making this claim. You will not be able to make changes to your claim after submission.

How do I submit an appeal?

To access the appeal portal of OASys, please log into your OASys account at www.nyc.gov/examsforjobs and use the following steps:

1. Navigate to the Dashboard for the Appeals tab

2. Click the NEW APPEAL button to create and submit your appeal

3. Select the exam from the Exam drop-down list

4. Select the test part from the Test Part drop-down list

5. Select the reason for your appeal from the Appeal Reason drop-down list

6. You will then be prompted with instructions to complete and submit your appeal

All appeals will be referred to the DCAS Committee on Manifest Errors (CME), a three-person panel authorized to evaluate all claims of errors.

Can I still submit an appeal after the deadline?

You can submit an appeal after the deadline, but your appeal will be deemed late. You will receive a late appeal communication by email, which will grant you an additional 30 days to appeal the reason for your untimeliness to the City Civil Service Commission for Citywide exams, the Health + Hospitals Personnel Review Board for exams on behalf of NYC Health + Hospitals, and/or the City University of New York Civil Service Commission for exams on behalf of CUNY. When a determination is made about the timeliness of your appeal, you will receive instructions on next steps for your appeal process.

What is the deadline to appeal?

The deadline to appeal is generally 30 days from the date listed on the result notification sent to you, for one or more test parts. Result notifications will contain additional information about your appeal periods.

Can I mail or hand-deliver my appeal?

For examinations whose application periods begin on or after February 1, 2020, paper-based appeals to the Committee on Manifest Errors are no longer accepted. All appeals must be submitted through OASys.

I have submitted my appeal to the Committee on Manifest Errors, how long until I receive a determination?

The timeframe for the Committee on Manifest Errors to issue you a determination of your appeal will depend on what type of test part you have appealed. Generally, determinations will be issued by the Committee on Manifest Errors four months after the end of the appeal period for the test part you appealed.

How will I receive the results of my appeal from the Committee on Manifest Errors?

When the Committee on Manifest Errors has completed the review of your appeal, you will be mailed a detailed determination, which will include detailed results of your appeal with any next steps you may need to take. Additionally, the status of your appeal will be updated in OASys to either Appeal Granted or Appeal Denied.

What does Draft appeal status mean?

When your appeal status displays Draft, it means that you have started, but not yet submitted your appeal to the Committee on Manifest Errors.

What does the appeal status Pending Review mean?

When your appeal status displays Pending Review, it means that you have successfully submitted your appeal to the Committee on Manifest Errors within the appeal period and it is in the queue to be reviewed by the Committee on Manifest Errors

What does the appeal status Late mean?

An appeal status of late means that you have submitted your appeal after the appeal deadline. Additional information on how to appeal this status will be included on the notification you receive following the submisison of your late appeal.

What does Appeal Granted mean?

An appeal status of granted means that the Committee on Manifest Errors has agreed with your request to rescore your test part(s). Please note that appeals can result in a higher or lower rating.

What does Appeal Denied mean?

An appeal status of denied means that the Committee on Manifest Errors has disagreed with your request to rescore your test parts(s) and there is no change to the initial rating of this test part(s).

Can I appeal my multiple-choice test score for a higher score?

Yes. You have the ability to appeal based on a claim of manifest error in the rating of your examination. A Notice of Result containing your final score and list number will be sent to you after the eligible list for this examination has been made public or established. If you do not agree with this score your Notice of Result will provide you with instructions on how to appeal this score to the Committee on Manifest Errors (CME).

If there are no examinations for you to appeal within your appeal tab, it either means that you do not have any exams in which an appeal period is open, or you have received the maximum score possible and thus there is no need to be appeal.

Troubleshooting

What if I don't have access to a personal computer?

You may access OASys from any computer with an internet connection (e.g., public library, a friend’s computer, etc.). You may also visit the Computer Based Testing & Application Centers (CTACs) to apply online.

What web browsers are supported by OASys?

For best results, OASys is only supported by Google Chrome, Safari, and Microsoft Edge. If you proceed with using an unsupported browser, you do so at your own risk.

I am having a problem using the Back and Forward button on my browser to get to a prior page. What should I do?

Use the portal’s navigation buttons to move through the site. Do not use your browser's "Back", "Forward", or "Refresh" buttons, as this may cause unexpected results, including a loss of unsaved data.

I began completing an application and signed out, but when I returned none of my information was saved. What happened?

Applications must be completed and submitted before signing out of OASys. You will need to re-enter your application data if you did not save, complete, or submit before logging out.

I started to take the examination, but I left my computer and when I came back, I was signed out. None of the information I completed appeared when I signed back in. What happened?

For security reasons, OASys will automatically log you out after 15 minutes of inactivity and your information will not be saved. As a result, you must re-enter your information.

I am receiving an error message while trying to complete my online application. Is there anything I can do?

Due to ongoing upgrades and modifications to the system, you may receive an error while trying to save, complete, or submit your application. To resolve the error, save your entries, log out, delete your cookies, clear your cache or web browser history (see FAQ on how to clear your cache), and then log back in to the portal. If you continue to experience a problem or receive further error messages, email us using the Contact feature on the OASys website. Please be sure to include a succinct description of the issue, your full name, profile #, and last 4-digits of your SSN.

I selected a check box/radio button and did not get a response from the system. What happened?

OASys uses pop-up windows to display key information. Please check your browser settings to ensure that you have not disabled pop-ups on your browser. Also, ensure that you’re using one of the supported web browsers (i.e., Google Chrome, Internet Explorer (versions 10 & 11 only), or Safari).

How do I clear my cache (web history)?

Internet Explorer Users (version 10 &11 only):

1. Open Internet Explorer

2. Click Tools on your web browser toolbar

3. Click on Internet Options

4. Under "Browser History", click the Delete button to go to "Delete Browsing History"

5. Select the items below to be cleared from your cache (i.e., deleted):

a. Temporary Internet Files (required);

b. Cookies (required);

c. History (required);

d. All other items you would like to clear from your cache (optional); and

e. Follow the instructions at the bottom (i.e., select Close or Delete button depending on the Internet Explorer version you are currently using).

Google Chrome Users:

1. Open Chrome

2. In the top-right corner of Chrome, click the Chrome menu

3. Select More tools > Clear browsing data

4. In the dialogue that appears, select the check boxes for the types of information that you want to remove

5. Use the menu at the top to select the amount of data that you want to delete. For example, beginning of time to delete everything

6. Click Clear browsing data

Safari Users:

1. Open Safari

2. Choose Safari > Empty Cache

3. Click Empty

Can reCAPTCHA be disabled?

No. It is required by the City for security reasons.

Customer Service

How do I create an OASys account?

Click the Register button on the OASys home page, enter your personal details, select the reCAPTCHA, and then click the Register button at the end of the page. An email will automatically be sent to the primary email address you specified on your profile page. Upon receipt of the email, open to confirm your account, and proceed to log-in to OASys. If you do not confirm your account, you will be unable to log-in.

Can I walk-in to a DCAS Computer-based Testing and Application Center (CTAC) to make an eligible list-related inquiry or an examination-related inquiry?

Yes, there are CTACs located in each of the 5 NYC boroughs. The CTACs are open Monday through Friday from 9:00AM to 5:00PM. For more information, please visit the DCAS website:

Am I required to self-identify my gender and/or race/ethnicity?

No. The gender and race/ethnicity fields are optional. If you choose to self-identify, your responses will be kept confidential. Definitions

What is an Eligible List?

A listing of all candidates who passed the examination ranked in descending score order (i.e., highest score at the top and lowest score at the bottom of the eligible list) and who are eligible for appointment off the eligible list.

What is the Exam Application Period?

The time period in which the Civil Service exam is open for application submission.

What are Minimum Qualifying Requirements (MQRs)?

They are the minimum education, work experience, licenses, registrations and/or any other specialized qualifications that you must possess in order to be found Qualified for the examination. Before applying to an exam, please reference the Minimum Qualification Requirements on the Notice of Examination. If you are found Not Qualified, your application fee is non-refundable.

What is reCAPTCHA?

reCAPTCHA (or Completely Automated Public Turing test to tell Computers and Humans Apart) is an industry standard security measure that is used to prevent comment spam in blogs, protect website registration, protect email addresses from scrapers, search engine bots, spam, etc.

What is a Selective Certification?

Some competitive class titles to which individuals can be appointed or promoted have assignments or positions that require additional or specialized knowledge, skills or abilities beyond those which are assessed through the minimum qualification requirements or in the tests of an examination. Such additional or specialized knowledge, skills or abilities are required in order to successfully perform the essential duties of the particular assignment or position. Selective Certifications enable agencies to appoint candidates from an eligible list who are better matched to the needs of a particular assignment or position. Please refer to Personnel Services Bulletin 100-12.

What is an NOE?

The Notice of Examination (i.e., NOE) is a legal document that provides interested applicants with relevant information about the examination to include minimum qualification requirements applicants must possess for application submission and appointment. You may access view the "View Notice of Examination" link available throughout the OASys or print the NOE for reference during completion of your online application. As part of your application submission, you will be required to acknowledge reading/understanding the NOE and if you are found not qualified as part of the Civil Service exam process, your application fee is non-refundable.

Foreign Education

What should I do if I received my education in a foreign country and the U.S.?

If your highest education credential was obtained in the U.S., it may supersede your foreign education. For example, if you received a Baccalaureate (i.e., Bachelor) degree from a foreign country and a Master’s degree from the U.S., your Master’s degree may supersede your foreign Baccalaureate degree. As a result, you may not need to submit an evaluation of your foreign Baccalaureate degree.

How will my foreign education affect my score in the examination?

Your exam score will remain tentative until we have received an evaluation of your foreign education directly from a DCAS-approved foreign education evaluation service. If the evaluation service determines that your foreign education is equivalent to U.S. education, your tentative score will remain unchanged. If the evaluation service determines that your foreign education is partially equivalent, your tentative score will be adjusted downward accordingly. Your tentative score will become final at the time the eligible list is made public or established.

Will I receive credit if I was educated in a foreign country?

Potentially. To receive foreign education credit in an examination, you must have your foreign education evaluated by one of the DCAS-approved foreign education evaluation services. If you have previously arranged to have a foreign education evaluation sent to DCAS directly from an approved service, you do not need to submit a new one. Please note that only evaluations sent directly to DCAS by one of the approved evaluation services will be accepted. Photocopies of evaluations sent to DCAS by candidates will not be accepted. For more information, reference the Foreign Education Evaluation Guide.

What should I do if I received my high school education in a foreign country and my college education in the U.S.?

If your high school education was completed in a foreign country and you have earned a minimum of 24 credits from an accredited U.S. college, you do not need to have your high school education evaluated by a DCAS-approved foreign education evaluation service. If you have less than 24 credits from an accredited U.S. college, you will need to have your high school education evaluated by a DCAS-approved foreign education evaluation service.

What if DCAS does not receive my foreign education evaluation from a DCAS-approved evaluation service?

You will not receive credit for the examination. Only foreign education evaluations submitted directly to DCAS by an approved evaluation service with a raised seal or an original stamp of the evaluation service on the evaluation will be accepted. For a list of DCAS approved foreign education evaluators, reference the Foreign Education Evaluation Guide.

How do I know that DCAS received my evaluation of foreign education?

You can see the summary of the foreign education evaluation submitted to DCAS by logging into your OASys account, navigating to your dashboard, and then clicking on the profile tab. Your foreign education summary will be within the Foreign Education tab on the left navigation menu. Please allow at least 5 business days from DCAS's receipt of your evaluation from the evaluation service for the evaluation summary to be added to your profile.

General Information

Can I use OASys if I live outside the U.S.?

Yes. However, you must have a valid U.S. address to apply. Additionally, you must be able to prove your identity and your right to obtain employment in the United States prior to employment with the City of New York under the Immigration Reform and Control Act of 1986.

Security

Is my personal information secure?

Yes. Refer to the City's Privacy Policy.

Is my credit/debit card information secure?

Yes. Your credit/debit card information is not stored on the web page. Refer to the City's Privacy Policy.

What fields are being verified by my credit/debit card company during a credit/debit card transaction?

Your credit/debit card company verifies the numerals in your street address, zip code, and the credit card verification (CVV) number.
