NYCERS is seeking an experienced professional to serve as a Project Manager – Organizational Change Management (OCM) reporting to the EPMO Project Portfolio Manager.

This individual will be responsible for providing project and organizational change management services in support of the Legacy Retirement Program (LRP) and NYCERS project demands.

The role is focused on enterprise change leadership, cross-functional coordination, stakeholder engagement, and ensuring organizational readiness and adoption throughout the LRP lifecycle.

The Project Manager will be responsible for managing and coordinating OCM activities across small to large-scale initiatives while following EPMO-defined project management practices, processes, and policies, including Demand Management, Project, Program and Portfolio Management (PPM), Project Management Life Cycle (PMLC), Project Performance Measurement and Communications, and Project Governance.

The individual will develop and maintain integrated OCM plans, coordinate change impacts and readiness activities, manage dependencies and risks, and ensure change management activities remain aligned with overall LRP program milestones, priorities, and delivery objectives.

While this position will report through PPM, the individual will also need to partner closely with and take direction from the LRP Program Director to ensure OCM priorities, stakeholder activities, readiness efforts, and change deliverables are aligned with the overall program strategy, decisions, and delivery needs.

Key Responsibilities

  • Lead and manage the LRP organizational change management strategy and execution across impacted business, operational, technology, and stakeholder groups.
  • Develop and maintain an integrated OCM plan that aligns change activities, milestones, dependencies, communications, training, stakeholder engagement, and readiness activities with the overall LRP program schedule.
  • Coordinate change activities across the organization, ensuring business and program teams are aligned on upcoming changes, impacts, required actions, and readiness expectations.
  • Partner closely with the Program Director, PPM, EPMO, and workstream leads to identify organizational impacts, change risks, dependencies, and areas requiring leadership visibility or intervention.
  • While this position will report through PPM, the individual will also need to partner closely with and take direction from the Program Director to ensure OCM priorities and activities remain aligned with overall LRP program objectives, decisions, and delivery priorities.
  • Lead stakeholder engagement and change impact assessments to identify how LRP changes will affect business processes, roles, responsibilities, systems, and day-to-day operations.
  • Establish and manage change readiness activities, including readiness assessments, stakeholder alignment, communications, training coordination, adoption planning, and transition activities.
  • Facilitate cross-functional working sessions with business, technology, program, vendor, and stakeholder groups to drive alignment, resolve issues, and coordinate change-related activities.
  • Identify and proactively manage OCM risks, issues, dependencies, and resistance, escalating matters to the Program Director and appropriate leadership when decisions or intervention are required.
  • Develop OCM reporting and dashboards that provide visibility into change readiness, stakeholder engagement, key risks, upcoming activities, dependencies, and areas requiring leadership support.
  • Coordinate with Communications, Training, Business SMEs, Product Owners, and other functional teams to ensure messaging, training, process changes, and stakeholder activities are aligned and delivered timely.
  • Establish clear accountability for OCM deliverables, tracking actions, owners, milestones, and dependencies through completion.
  • Support governance forums and leadership meetings by preparing OCM updates, identifying decisions needed, and providing recommendations related to organizational readiness and change adoption.
  • Monitor organizational readiness and adoption throughout the LRP lifecycle, adjusting change strategies and activities based on stakeholder feedback, program changes, risks, and emerging impacts.
  • Drive change adoption and sustainability, ensuring impacted stakeholders are prepared to transition to new processes, technologies, roles, and operating models.
  • Serve as a central OCM point of coordination for LRP, connecting business, program, technology, vendor, and stakeholder groups to ensure change activities are integrated rather than managed independently.
  • Provide hands-on project management leadership, maintaining schedules, action logs, deliverables, dependencies, status reporting, and follow-through across the OCM workstream.

  • PMI Project Certifications (PMP, PgMP, PfMP, CAPM)
  • Experience MS Teams, Planner, Planner Premium, and Sensei
